There are legends, yes. Lots of legends.
But when you actually see the little man, who'd bother to believe them? With his pet humans, and his amusingly shaped travel device, and all the other impedimenta . . . oh, certainly the Time Lords are dangerous as a whole, but a single Time Lord on his own?
Amusingly easy meat.
Absolutely no problem at all. Nothing to be worried about. All talk and bluster, no real threat. The guards will have him captured in no time at all.
All talk. Nothing real.
Afterwards, it's painful how many people won't believe he was genuinely dangerous.
