Aizen would have staged a distraction that would have baffled everyone and left him free to work undisturbed, but the raw material failed to materialise.
He would have whipped all Soul Society into a panic over mysterious invaders, but the rescuers never appeared.
He would have raised a furor over the exiles returning, but they didn't.
He would have done something, if only he had something to work with.
And Urahara sipped his tea, and Rukia died, and all Aizen could do was watch and grit his teeth and know that he had lost.
Through inaction nothing is left undone.
