In theory, any Air Acolyte within the United Republic of Nations could run for the office. In practice, the Acolytes had badgered Tenzin to replace his father, and Tenzin never ran opposed.
Tarrlok, on the other hand, had no connections in Republic City when he arrived. His mother's family were solid people, but no one had left the pole. And Tarrlok wouldn't risk his future to rely on anything from his father. So, all of Tarrlok's political capital was carefully built and tended like a particularly rare orchid. He learned the intricate web of connections within the Water Tribe communities like he'd learned the polar terrain around his childhood home, and then carefully picked his way to the place at the center of the web. The one Tenzin had inherited like a kingship.
Still, he might need the man, and it wasn't like he was going to go away. So he resolved to keep his opinions on Tenzin's fortune to himself.
