There is room for only one at the top. One man, one ruler, one god.
Kefka needs no right-hand man, no left-hand man, no supporters or soldiers or subordinates of any kind. He needs only the boundless power of magic the goddesses have given him to rain down his preferred brand of chaotic tyranny on the world. Of all the things in the universe available to a god such as he, Kefka can think of none more satisfying.
So while his ecstasy requires the existence of no other principality or power, it does take people. There must be someone to suffer.
