Medusa makes up many truths in order to gain allies. She lied to her witch allies--a small trick and they'd do anything she asked, including storming a fortress. "We have a 90% chance of winning," she'll tell them and they'd believe her. "Do this and we can gain a 70% chance of advantage in battle."
She feeds them lies and they do her fighting. Never do they realize what it is they are actually fighting for.
The techinicans and their weapons from Death's school are also under her command. "Destory these devices and we have a 99% chance of defeating my older sister. Follow me on this path and we will reach there for sure."
Trickery is a habit for her. Something that she does all the time without regret or worry. She doesn't see any point in telling the truth if it won't help her, doesn't see any point in telling the truth if it won't gain her desires.
Instead, creating illusions of victory and deah is what she does. This helps her control them, create a power base for her to make sure that things go according to plan.
With Stein, she thinks that she is 90% sure that he'll fall to madness and come to her. She loves him, in her sick, twisted way. Maybe it isn't truly love but more of desires him, obsesses with him, just plain wants him. Either way, she does everything she can to make him give in to his insanity. When he lets himself go, he is truly amazing and striking, a creature similar to her.
Stein will have an increased chance of losing to insanity if she uses Marie to posion him. Medusa follows this plan.
Stein has an increased chance of being vunerable if she haunts him. Medusa follows this plan.
She follows all sorts of plans to target Stein and make him more suspectable to his weakness. If he goes insane, he has a high chance of falling in love with her because both of their views of love are warped and twisted. 'Love' is a game with high stakes, a game of pain and pleasure, a game they both enjoy.
Medusa follows her plans because she believes those statistics.
She probably made them up as well.
