Being able to use flash step doesn't alter the speed of thought; it can hasten reactions, certainly, but it can't make the user actually think any faster. That's why flash step users train till the formulaic patterns of attack and defence are worked into their nerves and their bones, till thought is no longer a factor.
And then there are those people who really do think that fast, who know precisely what they're doing.
It wasn't mere physical speed that made Shihouin Yoruichi the God of Flash. It was that she could look, and think, and decide -- and then act.
